Laurier offers two options for Ontario Police Services to deliver the MHCR training to all sworn officers:

Option 1: Train-the-Trainer (MHCR-T3):

  • Designate learners from your service to become certified MHCR instructors. (includes access to online modules + 3 days of in-person training
  • Individual services are responsible for coordinating live actors or purchasing VR equipment.

Option 2: White Glove Service:

  • Laurier-trained MHCR instructors will facilitate the complete in-person training and offer evaluation services using University-owned virtual reality equipment.
  • Full-service and partial-service options are available.

Need help choosing between delivery models? We’re happy to help you evaluate the most cost-effective option for your service. Email mhcr@wlu.ca to set up a time to meet with a member of the MHCR team to discuss your needs and options.

Delivery Models

White Glove Service

Laurier-trained MHCR instructors will facilitate the complete in-person training and offer evaluation services using University-owned virtual reality equipment. We also offer instructor support: our Cadre can work alongside your MHCR-T3 instructors. Note that each service shall have at least one MHCR-T3 qualified instructor to support delivery, remediation, record keeping, and to confirm officer qualification in accordance with the mandate.

MHCR Registration

Each service designates an MHCR Administrator to enroll members through Laurier’s secure portal. Contact mhcr@wlu.ca to set this up.

MHCR Record Keeping and Certification Tracking

It is the responsibility of each service to track and ensure officers complete all modules of the MHCR training annually. Online module certificates must be presented to the trainer prior to in-person training. The trainer should track and keep all records of in-person training, particularly notes related to the evaluation scenario score and feedback.

Officers who do not meet the standard should receive immediate feedback from instructors and be required to retake the scenario. Evaluations are also reattempted when officer safety is compromised in earlier attempts. Follow your police service’s internal training policies to guide remedial action as required.

If a member fails the online quizzes multiple times, they should contact Laurier for a reset and a debrief with a training officer. *Additional fees may apply.

Training Coordinators

To deliver MHCR in compliance with the CSPA:

  • Instructors must be certified through the MHCR-T3 program.
  • All training must use the MHCR forum and evaluation scenarios, and officers must be evaluated using the DePICT(TM) competency-based framework.
  • Police services are required to maintain documentation of completion and assessment must be retained for audit purposes.

Refund, Transfer and Deferral Policy

We recognize that scheduling and operational needs can change, and we strive to be as flexible as possible while ensuring fairness and consistency in our training delivery. The following guidelines outline how course registrations, transfers, and deferrals are managed.

MHCR Online Modules

The MHCR Online Modules are assigned through the Service’s Administrative Portal. The process is as follows:

  • The Service provides a list of members who may require MHCR training
  • This list is uploaded by the MHCR team into the Administrative Portal, which Service administrators can access
  • Administrators then select which members to register in upcoming training sessions
  • Once registered, each learner receives an email with login instructions and immediate access to the course. At this point, the course fee is charged to the Service

Because each registration grants immediate access to the full set of online modules, these registrations are non-refundable and non-transferrable.

However, once a member is registered, their access to the MHCR Online Modules remains valid for an entire year. This means that even if a learner misses a scheduled training, goes on leave, or encounters other delays, they may complete the online modules at any time within that one-year period.

MHCR-T3 (Online Modules + In-Person Training)

The MHCR-T3 program combines both the online modules and in-person training. Course fees are non-refundable; however, we provide the following options to support Services and learners when changes arise:

Transfers

  • If the online modules have not yet been accessed, a registration may be transferred to another officer from the same Service up to two weeks prior to the in-person training start date, less a 5% administrative fee
  • If no replacement officer is available, or if the cancellation occurs within two weeks of the in-person training, a credit may be applied to the Service’s account—provided the course has not been accessed in MyLS

Deferrals

  • If an officer completes the online modules but is unable to attend the in-person training, they may defer their in-person component for up to one year. Requests should be made as early as possible by emailing MHCR@wlu.ca and are subject to a 5% deferral administration fee
  • Once granted, the officer has one year (from the originally scheduled MHCR-T3 start date) to attend a future session, subject to availability
  • Please note: if an officer does not complete or pass the in-person training component, the registration cannot be credited, transferred, or deferred
  • Only one deferral will be granted per officer

Compassionate and Medical Exceptions

We understand that unforeseen circumstances may arise. If a learner is unable to complete their online or in-person training due to medical or compassionate reasons, we encourage Services or individual learners to contact us directly at MHCR@wlu.ca. We will review these situations on a case-by-case basis and work with you to find a reasonable solution.
