This seminar will examine the ongoing theoretical debate about obligation to assist those in foreign lands.  There are two sides to the debate: the cosmopolitans who argue that principles of justice obligate wealthy nations to transfer resources to the least well countries and to open borders to immigrants; and the nationalists who maintain that nation-states are not obligated to outsiders.
