Mr. Brown has returned to Davies Ward Phillips & Vineburg as counsel to the firm as of December 1, 2005. Mr. Brown was first appointed Chair of the Ontario Securities Commission (OSC) in April, 1998. On April 14, 2003, he was re-appointed for a second five-year term. He retired from the OSC in June of 2005. Mr. Brown led the transformation of the OSC from a government agency to a self-funded Crown Corporation, expanding the OSC's resources to meet the needs of investors while maintaining strong, efficient Canadian capital markets.

 

Mr. Brown also plays a significant role in Canadian and international securities regulatory bodies.  He is past Chair of the principal policy-setting body of the International Organization of Securities Commissions and a senior member of the Canadian Securities Administrators. He is also a member of the Public Interest Oversight Board and is the Chair of the Public Policy Forum. Prior to his appointment to the OSC, Mr. Brown was a senior corporate law partner for 28 years at Davies Ward & Beck, one of Canada's pre-eminent firms. Mr. Brown received his Bachelor's degree in Civil Engineering from Carleton University in 1963 and his LLB from the University of Toronto in 1966.

He was appointed Queen's Counsel in 1984 and was awarded an honourary doctorate of laws from McMaster University in 2005.
