In 2009 a group of researchers at Wilfrid Laurier University submitted a proposal to the Canadian Foundation for Innovation (CFI) regarding infrastructure support for environmental research on boreal forest ecosystems. The proposal received strong approval from the CFI review board and was funded to 40% of the proposal value, the maximum allowable through their grant; 20% of the project funding was securedfrom the university and private contributions prior to submitting the application. The CFI funding was contingent upon securing the remaining 40% of the project funds through the Laurier proponents, many of whom have a history of research in NWT. Therefore Laurier approached the GNWT. Fall-winter 2009-10 negotiations resulted in a GNWT-Laurier agreement signed 26 May 2010 at Laurier by the Honourable Michael Miltenberger, Minister of Environment and Natural Resources for the GNWT and Dr. Max Blouw, President of Wilfrid Laurier University.
