Province develops policy to govern approval of new satellite campuses

The Ontario government has informed universities and colleges that it is developing a formal policy which will provide a decision-making framework to determine the location and formal approval of new satellite campuses.

Policy details are still being developed but the province says the intent is to give the Ontario government the authority to determine where new satellite campuses are located. The policy will also establish a competitive bid process that will allow universities and colleges to submit proposals for specific satellite-campus locations that the province will specify.

“Potential locations will be determined based on the likelihood of strong future enrolment demand and gaps in existing PSE capacity, and will be in line with the province’s growth plans,” states a memo from the Ministry of Training, Colleges and Universities. “Institutional partners in the establishment of new campuses will be chosen through a competitive process that will be initiated by the province and guided by a set of criteria. Funding decisions will depend on fiscal capacity and all interested institutions will be given due consideration.”

Since the autumn of 2007, Wilfrid Laurier University has been working with the Town of Milton and a number of other community partners to develop a campus in Milton. It is currently unclear how the new provincial policy governing satellite campuses will influence these ongoing discussions. The University will provide further updates when details of the new policy are announced.
