I am concerned about the concepts of Universal Service (as a Telecommunications issue) and Universal Access to information (as a social justice issue) and how they are guaranteed (or not) by social, legislative, and regulatory means. My research involves the ways in which countries such as Canada, the U.S., and Mexico are deploying their National Information Infrastructures (including the Internet, radio, TV, and telecom) currently and since the development of international agreements such as NWICO, NAFTA, and WSIS. Over the past several years I have been involved in related projects with scholars from the U.S. and Mexico. Within that context I am also deeply concerned about the erosion of privacy that has occurred since the advent of advanced Information and Communication Technologies (ICTs).
