Academic Background
Martin Dowding received his B.A. in English Literature from Trent University in Peterborough, Ontario. He completed an M.A. in English Language and Literature at York University and an M.L.S. at the University of Toronto. Hewas awarded the Ph.D. in Information Studies at the University of Toronto in March 2002.

Research & Scholarship
I am concerned about the concepts of Universal Service (as a Telecommunications issue) and Universal Access to information (as a social justice issue) and how they are guaranteed (or not) by social, legislative, and regulatory means. My research involves the ways in which countries such as Canada, the U.S., andMexicoare deployingtheir National Information Infrastructures (including the Internet, radio, TV,and telecom)currently andsince thedevelopment of international agreements such as NWICO, NAFTA, and WSIS.Over the past severalyears I have been involved in related projects with scholars from the U.S. and Mexico.Within that context I am also deeply concerned about the erosion of privacythat has occurred since the advent of advanced Information and Communication Technologies (ICTs).
