Case Description:    The top management group of a chemical company must decide how to respond to an unprecedented emergency government directive which forced the company to lay off employees. Some of the options being considered are devoting more resources to the public affairs function, calling a press conference, conducting a public opinion poll and filing an appeal of the directive with the Environmental Appeal Board.
