Case Description:    The Secretary for the Ministry of State for Economic Development wondered if he should recommend to his Minister that further industry-government consultation at the sector level be pursued.  A number of the participants in a massive consultative exercise, known as TIER I/TIER II, has requested the federal government to repeat the exercise in some form.  At the same time, a research report of TIER I/TIER II concluded that the costs of the exercise far outweighed the benefits.
