Case Description:    TEXACO CANADA is attempting to gain approval to drill on GEORGES BANK, off the coast of Nova Scotia.  The company has run into some major difficulties in gaining approval.   For example, the company is required to consult with the fishermen about the drilling program, but the fishermen are vehemently opposed.  The provincial government is saying that there will be no drilling until the fishermen are satisfied.  The federal government has not yet taken a position.  Then, at the time of the case, the provincial government has announced it will oppose any federal initiatives supporting drilling.  Texaco is stunned and must decide what to do next.
