Case Description:    This case describes the challenges confronting Brad Malcolm, a new Vice-President at a major hospital in Ontario.  Brad is troubled by the quality of communication between himself and the department heads that report to him.  Specifically, he feels that they are not sharing their important concerns with him or those of the front-line staff in their departments.  Interviews with these two groups reveal widespread cynicism and mistrust of management actions.  In particular, communications from management are poorly understood and the words and actions of management are inconsistent.  Brad is trying to create an open, trusting and co-operative organization, one that will be able to adapt well to the changes sweeping through the health care system.
