Case Description:    In the early 1990s, demand was increasing for computer services from the three divisions of the University's Computer Application Group (CAG). This demand, accompanied by operating inefficiencies, changing technology, and deep cuts in state funding, led CAG Director Margaret Dawson to consider a major reorganization. She understood the difficulty of implementing change, but felt it was necessary to attain CAG's goals.
