Project Evaluation at Canadian Financial Services: Selecting an E-Procurement Information System

Case Description:    Canadian Financial Services (CFS) is ranked second in the Canadian investment market with annual sales revenue surpassing $3.8 billion CDN. This case describes the internal dysfunctions suffered from the lack of an efficient procurement system. The current procurement system is an amalgamation of several outmoded legacy systems and was not designed for the large audience use that it is now trying to accommodate. The company's auditors have documented many concerns, which extend well beyond the software and hardware to the business processes themselves. Ann Jefferies (IS Director) has been given the responsibility of improving CFS' outdated purchasing system. Her team has met with vendors and consultants spending $1 million and six months researching possible solutions. Now Ann is faced with alternatives ranging from an online B2B shopping mall to in-house development. She has financial information and nine qualitative decision criteria, for each alternative on which to base her decision.
