Case Description: The Ontario Ministry of Agriculture and
Food is considering restructuring. The case presents the issues faced
by the Ministry in delivering its services to the agricultural
community and the pressures to change from within and without the
Ministry. The design team must develop plans which handle the concerns
of different groups while keeping the goodwill of employees.
