Case Description: Jay and Leigh Carlos own and operate East
Hampshire Homes, a small chain of homes for the mentally retarded. In
this case, they are suddenly confronted by an inspector from OSHA who
"aggressively" interprets government regulations to require East
Hampshire to implement a hepatitis vaccination program that does not in
fact appear to be required by law. Jay Carlos consults with state
department bureaucrats, his attorney, and colleagues in the industry
and must determine the best strategy to pursue. In doing so, he must
consider the conflicting agendas of each of the major players and the
role of his business in society.
